ORDER:

            The following instructions are issued regulating the punctual attendance, late attendance and leaving office early by members of the staff of the Secretariat.

            Punctual attendance:- The members of the staff should attend office punctually at 10.30 AM or exactly at the hour from which the working hours of the office comments. They will however be allowed a ‘Grace Time’ of 10 minutes and this can be utilized only when there is really like missing the bus because of lack of accommodation in the bus.

            The Attendance Register or the abstract of late attendance will be submitted to the officer authorized for this purpose exactly after 10 minutes from the commencement of the working hours of the office.

            Late Attendance:- A member of the staff will be permitted to attend office late, for valid reasons, normally for three times in a month provided by the period of absence does not exceed one hour including the Grace Time. Permission for late attendance for the first three occasions in the month is not normally refused. For every three subsequent occasions of late attendance or less during the month, one day’s casual leave will be deducted from the casual leave account. The deduction from the casual leave account will be made only if the permission to attend office late is refused by the officer authorized to grant such permission.

            If the period of absence of on any occasion exceeds one hour, the member of the staff concerned will be granted half-a-day’s causal leave.

            The existing instructions in the Secretariat Office Manual regarding carrying forward of the deductions to be made from casual leave account on account of late coming will continue to hold good. Disciplinary action or such other action as may be considered necessary will be taken by the officer in charge of establishment against the members of staff who are habituated to late attendance.

Permission to leave office early:-            Members of the staff will be permitted to leave office early as in the case of late attendance. The period of absence in this case also should not exceed one hour.

Through the members of the staff can leave office with the specific prior permission of the competent authority, to avoid the tendency in the members of the staff from leaving office after merely submitting applications for permission to leave office early without waiting to see whether the permission has been granted or not, such an act of leaving office early will be treated as late attendance without permission for purposes of deductions from casual leave account in addition to imposition of any punishment.

Necessary amendments to the Secretariat Office Manual will be issued from General Administration (Services) Department.
