Sub: School Education – Est.3 – Model Code of conduct – Clarifcation regarding permission to visit aboard in respect of teachers working in the State – Certain Instructions Issued.

ORDER:
It is to inform that, all the Regional Joint Directors of School Education & all the District Educational Ofcers in the State have been submitting the proposals through online in respect of certain teachers for obtaining permission to visit aboard on personal afairs.
In the light of Model Code of Conduct, all the RJDSEs/DEOs in the State are instructed to reject all the proposals whose date of journey is before polling date i.e., May 13th, 2024. However, if the individual is not engaged in election duties, the DEOs concerned has to certify the same and submit the NOC proposals through online for approval as per rules in force.
Additionally, all the RJDSEs/DEOs in the State are requested to review the NOC orders already issued by this ofce in the aforementioned timeline and take immediate action as per above instructions in the light of Model Code of Conduct. Even if an employee has obtained NOC for foreign visit and if the employee is drafted for election duty, then the NOC shall be deemed to beand void. DEO concerned shall take further action in this regard, with out referring the matter to CSE.
