ORDER:

  The Government of Andhra Pradesh (GoAP) is implementing a Life Insurance scheme which is in existence since 1907, & is modified from time to time, through the AP Government Life Insurance (APGLI) Department.

2. The APGLI is a safety net & ensures economic security of Government employees by providing a lump sum amount with applicable bonus in case of demise during service, or on retirement.

3. The APGLI services were 1st computerized vide the reference 6th read above. Later, a software application was developed and implemented in 1998, which was subsequently upgraded & given the nomenclature of Automatic Insurance Management System (AIMS).

4. A study of the existing delivery of services through AIMS has revealed the need to further automate the existing manual processes, simplify the procedures, & deploy an end-to-end online application leveraging the latest technological advancements.

5. The Director, AP Government Life Insurance (APGLI) Department, in the reference 16th read above, has submitted a detailed proposal for streamlined & online delivery of APGLI services, stating that adoption of revamped procedures developed in consultation with the stakeholders, & delivered online on Nidhi (a portal/app developed & deployed by the Finance Department), will ensure accurate, transparent, & secure delivery of services in real-time basis; eliminate the current delays experienced in registration & reconciliation, missing of credits, balance mismatch, delayed issue of policy bonds, delayed claims & loan disbursements; resolve the issues arising due to the lack of realtime information & absence of any dashboard services to view the policy details, etc.; & thereby be highly beneficial to the employees.

6. Government, after careful examination of the aforementioned proposal, & in supersession of the orders in the references 1st to 14th read above and any other instructions previously issued in the matter, hereby order for the implementation of a streamlined & online system for delivery of APGLI services on Nidhi, as detailed hereunder.

A. APPLICABILITY

1. The online system provides services to the persons eligible to be covered under the APGLI Fund Rules as amended by the Government from time to time i.e., the Government employees recruited & appointed in regular substantive posts, whose conditions of service are regulated by rules framed under the proviso to Article 309 of the Constitution of India.

2. The online system shall not apply to the persons appointed on full time/part time contingent basis or on nominal muster rolls/daily wages /consolidated pay or on full time/part time contract basis or on outsourcing basis, without regard to the fact whether such appointments are made against substantive vacancies or not, & irrespective of whether their pay & allowances are drawn from the Consolidated Fund of the State or not.

3. Every Government employee in the insurable age, which currently is between 20 to 57 years, shall be mandatorily subscribed under APGLI. No new policy shall be issued to employees who are outside the limits of insurable age.

B. SCOPE

The online system encompasses the following services.

1. Mandatory subscription

2. Issue of policy bonds

3. Voluntary enhancement of premium

4. Availing loans on policies

5. Settlement of maturity/surrender/death claims

C. ONLINE DELIVERY OF SERVICES

1. The services mentioned at Para (B) above shall be provided only in the online mode on Nidhi.

2. There shall be no manual processes & physical documents.

3. Online services on Nidhi shall be end to end i.e., from application to the sanction & disbursal.

4. Intimations & digitised documents shall be provided to all the stakeholders on Nidhi.

D. SERVICE DELIVERY PROCESSES

1. Employee Onboarding & Identity

a. Existing employees: The policy number already mapped to the employee ID shall continue.

b. New employees: Every eligible new employee shall get enrolled as subscriber to APGLI, as part of the regular employee onboarding process. The employee ID allocated to the new employee, as part of the regular employee onboarding process, shall be the identifier for APGLI services. No separate ID shall be issued.

2. Mandatory Subscription under APGLI

a. Every eligible new employee shall be insured at the mandatory premium applicable to the basic pay.

b. Mandatory subscription is incorporated as part of the regular employee onboarding process.

3. Issue of Policy Bonds

a. 1st Policy bond

i. Issued by the DDO upon allotting of employee ID to the new employee.

ii. Policy number is employee ID, suffixed by alphabet ‘A’ & separated by hyphen.

iii. Mandatory premium is automatically applied as per the applicable pay slabs.

iv. Premium is deducted from the 1st pay bill. Policy bond shall be auto generated and issued on the 1st of the succeeding month and the Date of Commencement of Risk (DCR) commences from the date of issue of the policy bond.

b. Subsequent Policy bonds

i. Automatic: The online system automatically generates the subsequent policy bonds at the DDO level, based on the employee life cycle events viz. annual increment, promotion, pay revision, etc., which raise the basic pay & also results in a higher mandatory premium pay slab.

ii. Voluntary: The policy bond is issued by DDO, when the premium is voluntarily enhanced by the subscriber beyond the mandatory premium and within the eligible limits.

iii. Policy number shall be suffixed by alphabet next in sequential order to the last issued policy number & separated by hyphen.

iv. Enhanced Premium shall be deducted in the next immediate pay bill. The policy bond shall be auto generated and issued on the 1st of the succeeding month and the Date of Commencement of Risk (DCR) commences from the date of issue of the policy bond.

c. Mandatory premium slabs

i. Are subject to review by the Government from time to time.

ii. The pay slabs & corresponding mandatory premiums, the tables of sum assured factors, & the surrender value factors, that are currently in force, can be accessed at https://nidhi.apcfss.in/

iii. The tables of sum assured factors, & the surrender value factors, which were previously in effect, shall continue to be in force until the corresponding policies are settled. These tables can be accessed at https://nidhi.apcfss.in/

d. Policy bond issuing authority

i. The DDO concerned on behalf of the Government.

ii. Bonds issued are made available instantaneously in Nidhi.

4. Voluntary Enhancement of Monthly Premium

a. Eligibility

The policy holders, who are not afflicted with any chronic cardiac, cerebral, renal, pulmonary, oncological ailments, are eligible, as per conditions mentioned hereunder.

i. Up to 8% of basic pay: upon self-declaration, & without medical examination.

ii. Above 8% & upto 15% of basic pay: on self-declaration, & with compulsory medical examination.

iii. After completion of one year of service.

iv. Allowed once in a financial year.

b. Processing

i. Enhancement up to 8% of basic pay: DDO shall verify the details submitted & if there are no discrepancies, approve the proposal for enhancement of premium within seven (7) working days & effect the premium deduction from the next immediate pay bill.

ii. Enhancement beyond 8% and up to a maximum of 15% of basic pay:

• The policy holder shall apply for enhancement of premium in Nidhi and upload the scanned copy of medical certificate, issued by the Civil Surgeon having jurisdiction over the area he is working, which categorically states that upon examination, the policy holder is not detected to be afflicted with any chronic cardiac, cerebral, renal, pulmonary, & oncological ailments.

• The medical certificate should be obtained & dated not earlier than one month before the date of application.

• The policy holder shall also provide self-declaration stating that the medical certificate pertains to his/her own health condition, & that he shall be liable for (i) disciplinary action as per CCA rules,(ii) recovery of the amount/s paid & (iii) cancellation of the policy, if it is detected, that there are discrepancies/ irregularities in the medical certificate submitted by him, or that he availed EHS/Medical reimbursement for the above ailments.

iii. After validating the above details & documents, the DDO shall approve the proposal for enhancement of premium within seven (7) working days and effect the premium deduction from the next immediate pay bill.

iv. If rejected, the DDO shall inform the grounds of rejection to the policy holder, within seven (7) working days.

5. Availing loans on policies

a. Eligibility:

The policy holders may avail loans on policy as per following conditions.

i. 1st loan can be availed after payment of 36 monthly premiums.

ii. Difference between premium due & premium paid shall not be more than 10% of the premium due.

iii. Minimum loan amount is Rs. 10,000/- & not more than 90% of surrender value of the policy.

iv. Loan to be repaid in 12 to 60 Equated Monthly Instalments (EMIs).

v. Subsequent loan is permitted only after repayment of 50% of the outstanding loan amount.

b. Processing

i. Policy holder shall submit the loan application to the DDO in Nidhi.

ii. DDO, after verification shall forward application to APGLI office, within seven (7) working days. 

iii. APGLI office shall validate & sanction/ reject the loan application within seven (7) working days.

iv. If sanctioned, the DDO shall process the auto-generated payment bill within seven (7) working days.

v. If rejected, the DDO shall inform the applicant within seven (7) working days.

c. Loan EMI deduction

i. The online system automatically generates the Loan Deduction Order after successful disbursement of loan amount to the policy holder.

ii. EMI deduction towards the loan commences from the succeeding month’s pay bill.

6) Settlement of maturity/surrender/death claims

a. Events

i. On superannuation: claim to be settled along with other retirement benefits.

ii. On retiring for reasons other than attaining age of superannuation: claim to be settled along with other retirement benefits.

iii. On maturity of policy prior to attaining age of superannuation: claim to be processed as part of pre-pay bill activities for the month in which the policy matures.

iv. On death while in service: claim to be settled along with other retirement benefits. In case, the nominee pre-deceases the policy holder or the nomination made becomes invalid, then the claim shall be processed on the production of family member certificate issued by the competent authority.

b. Processing

i. Claim is auto generated with all key details.

ii. DDO shall verify details & uploaded documents, & shall forward it to APGLI office within seven (7) working days.

iii. APGLI office shall validate and sanction/reject the claim application within seven (7) working days.

iv. If sanctioned, the DDO shall process the auto-generated payment bill within seven (7) working days.

v. If rejected, the DDO shall inform the applicant within seven (7) working days.

vi. Missing credits of monthly premium, due at the time of claim settlement, if any, shall be auto-deducted with applicable interest, from the payable settlement amount as per APGLI Fund Rules, as amended by the Government from time to time.

E. KEY DATA IN THE ONLINE SYSTEM

As specified in the reference 15th read above, the Director, AP Government Life Insurance (APGLI) Department, shall be responsible for the following.

1. Maintenance & updating of the master tables pertaining to a) sum assured, b) surrender value factors, c) bonus rates, d) mandatory premium slabs and e) loan interest rates in Nidhi, as per the prescribed time schedule, through certified actuary services, with approval of the Government.

2. Monthly checks & random checks of the transactions recorded in Nidhi.

3. Maintenance & checking of data logs from time to time.

4. Documentation of the software & version control.

5. Custody of the APGLI database with Admin login.

F. RESPONSIBILITIES OF THE STAKEHOLDERS:

1. Government Employee/APGLI Policy Holder

a. Furnish correct personal information-family members/nominee/bank details, etc., during onboarding process & update the same in Nidhi as and when there is a change.

b. Ensure accuracy of details provided in policy bonds.

c. Keep track of the monthly premium deductions on policies.

d. Initiate application for - voluntarily enhancement of monthly premium, availing loan on policies & claims upon maturity or surrender, as per provisions of the rules in force.

e. In case of any discrepancies in policy bonds, or monthly premium deduction or settlement of claims the policy holder shall submit the grievance through Nidhi to the APGLI Monitoring and Grievance Redressal Cell.

2. Drawing & Disbursing Officer

a. Ensure veracity/completeness of information provided by Government employee at time of onboarding process, as well as when such details are updated.

b. Generate & issue policy bonds after ensuring accuracy of details provided therein.

c. Verify applications for voluntary enhancement of premium, loan application, & claim settlement.

d. Resolve discrepancies in policy bonds through Head of Office/APGLI Office.

e. Observe stipulated timelines for processing applications of various services.

f. Ensure mandatory & voluntarily enhanced premiums, & loan recoveries, are deducted every month in the pay bills, & address any discrepancy thereof.

3. APGLI Office Concerned

a. Verify & sanction/reject loans/ claims forwarded by DDO as per prescribed timelines.

b. Resolve grievances submitted to the APGLI Monitoring and Grievance Redressal Cell within stipulated timelines.

c. Ensure monthly reconciliation of receipts and payments with the DDOs concerned.

d. Monitor service delivery through the information dashboards.

4. Director of APGLI

a. Maintenance & updating of the master tables of (a) sum assured, (b) surrender value factors, (c) bonus rates, (d) mandatory premium slabs and (e) loan interest rates, as per the prescribed time schedule, through certified actuary services, with approval of the Government.

b. Shall be the custodian of all the data and authorize person/s concerned to access data. 

c. Ensure that the above data is properly integrated in the online application & validate the same by monthly checks & random checks which are recorded.

d. Ensure that the data logs are validated from time to time.

e. Monitor service delivery in APGLI Offices & DDOs through information dashboards.

f. Resolve issues in coordination with APGLI offices and DDOs.

g. Coordinate with APCFSS for improvement in online system & technical issues.

h. Monthly reconciliation of receipts & payments by 7th of the succeeding month by all APGLI offices.

i. Monthly reconciliation of receipts & payments with Accountant General, A.P. by 7th of the succeeding month.

j. Generation of proforma accounts & movement schedules (future liability assessment) & submission to actuary for arriving at the bonus to be declared by the Government.

k. Certification from Accountant General, A.P. on valuation of APGLI Fund.

l. Adjustment of interest on fund balances by the Accountant General, A.P, through book adjustment.

m. Prepare & submit the Annual Reports to the Government.

5. APGLI Monitoring & Grievance Redressal Cell

a. The Director, APGLI shall designate a person in each APGLI office as Nodal Officer for monitoring the implementation of the online system , & for the receipt & disposal of grievances.

b. The name, address, mobile number & email-id of all designated Nodal Officer shall be communicated by the Director, APGLI in Nidhi & Finance Department portal.

c. The Nodal Officers shall receive & redress the grievances, if any, within 2 weeks.

d. The Nodal Officers shall submit monthly status reports on grievance redressal to the Director, APGLI.

e. If the Nodal Officer is unable to resolve the grievance, the case shall be escalated to the Director, APGLI for further necessary action.

7. The Director, APGLI, shall take further necessary action for the seamless transition to the new system & ensure that all policy details are updated, individual policy accounts are reconciled & discrepancies, if any, are resolved.

8. The Director, APGLI, shall ensure that details of the premium paid of existing APGLI policy holders are communicated to policy holders, the discrepancies settled, confirmation obtained, & the accounts are fully reconciled by 29-02-2024, without fail.

9.The CEO, APCFSS, shall promptly provide the required technical & implementation support, as & when sought by the Director, APGLI.

10. The Special Chief Secretaries / Principal Secretaries / Secretaries of Departments & the Heads of Departments shall ensure scrupulous implementation of these orders & all the Heads of Offices (HoOs) & DDOs shall impart necessary awareness and training to the APGLI policy holders working in their offices in coordination with the Director, APGLI.
