Sub: CHFW - NHM Attendance by Photography (Facial Recognition Based Attendance System) - Health FRS APP Implementation - Instructions on 100% marking of attendance by using Health FRS APP-Issued.

2. Rc.No.Spl/CHFW/SPMU-NHM/2023, Dt.29.05.2023 of Commissioner of Health & Family Welfare and Mission Director, NHM.


The State Government mandated that every government employee mark his/her attendance as per the new directive i.e.. 'attendance by photography (facial recognition-based attendance system) across the State, starting from the Chief Secretary to the village-level officer to provide transparent, efficient and time-bound services to the public.


2. Further, instructions have been issued to ensure that all the employees working under National Health Mission have downloaded the Health FRS Mobile App and to ensure 100% enrolment of the employees in Mobile App and start marking their attendance through the Mobile App only.


3. In this regard, all the District Medical & Health Officers in the State are requested to communicate this circular to all the District Programme Management Unit Staff and Health Facility Staff who are working under National Health Mission of their respective districts and instruct them that, to mark their daily attendance (clock in & clock out) through Health FRS APP without fail from the precise office/health facility location only, failing which the monthly salary will be deducted and disciplinary action initiated against such employees.


4. Further, all the District Medical & Health Officers in the State are also directed to certify and submit every month FRS attendance reports of all the NHM District Programme Management Unit Staff and Health Facility Staff, to claim their salaries from the month of July, 2023. Any deviation in this regard, a suitable disciplinary action will be initiated against concerned as is deemed fit by the Commissioner of Health & Family Welfare and Mission Director, NHM.


5. All the National Mission Staff working in State Programme Management Unit, District Programme Management Units and at Health Facilities are hereby directed to strict compliance of this instructions.
