Ref:-Instructions of the Joint Secretary, School Education and Literacy, MHRD, Govt. of India dated on 22nd March, 2023 in virtual PAB 202324 meeting.

The attention of all the Regional Joint Directors of School Education, District Educational Ofcers and Additional Project Coordinators of Samagra Shiksha in the State is invited to the reference cited, the Joint Secretary, School Education and Literacy, MHRD, Government of India, New Delhi instructed for improving of enrollment of Children with Special Needs in Schools in Andhra Pradesh.
Further, it is informed that, there is 7970 CwSN enrollment has declined at elementary level between 2021-22 UDISE+ to 2022-23. It is observed that the decline of CwSN is high in NTR District (1698) whereas low declinement of CwSN in Krishna District (119) at elementary level. The details are as follows.

Further, It is found that, the enrolment of CwSN has been increased (649) during 2022-23 UDISE+ compared to 2021-22 UDISE+ at Secondary to Senior Secondary Level and it is observed that the highest declinement of CwSN in tirupati district (321) whereas lowest declinement of CwSN (6) in West Godavari district at secondary level. The details are as follows:

Therefore, the Regional Joint Directors of School Education, District Educational Ofcers and Additional Project Coordinators, Samagra Shiksha in the State are instructed to issue necessary orderts to all MEOs, H.Ms, Teachers and Special Educators and IERPs for improving enrollment of Children with Special Needs in Schools with the coordination of line departments i.e Disabled department,Health Department ,WomenΧld welfare department as well as updating the same information in 2022-23 UDISE+ from 10-04-2023 to 05-05-2023 for taking further necessary action in this matter.
Further, they are instructed to issue necessary instructions to all MEOs and H.Ms in the State for providing admissions to CwSN as per RPWD act-2016 without any objection.
The District IE coordinators and Assistant IE Coordinators of Samagra are instructed to make personal verifcation and ensure that the details of all the CwSN are entered in the UDISE+ 2022-23.
