Sub:-  Welfare  of  Differently  Abled,  Transgender  &  Sr.  Citizens  –Lockdown in  Andhra Pradesh  –  Exemption of Differently Abled Government Employees from attending their duties  –  Action to be taken as per Section 8  of RPwD Act, 2016 - Reg.

    The  Government  of  Andhra  Pradesh  vide  reference  2nd  read  above,    has  issued  orders for  State  wide  lockdown  for  21  days  w.e.f.  25.03.2020  to  contain  the  spread  of  COVID-19.  In this  connection,  Section  8  of  the  Rights  of  Persons  with  Disabilities  Act,  2016  guarantees equal  protection  and  safety  for  persons  with  disabilities  in  situations  of  risk,  humanitarian emergencies,  natural  disasters  etc.

    Further,  vide  reference  4th  cited,  the  Government  of  India  has  issued  inclusive guidelines  in  which  it  has  stated  that  "employees  with  blindness  and  other  severe  disabilities in  both  public  and  private  sector  should  be  exempted  from  essential  services  work  during  the period as they can easily catch infection".Vide reference 5th cited, the Department of Personnel and Training, Government of India has also exempted the employees, who arepersons with disabilities (PwD) from attending essential services work.

    In view of the above, I request all the District Collectors / Heads of the Departments toexempt the Differently abled employees from attending office including essential services orpermit them to work from their home during the lockdown period.

    Action taken in this regard may be intimated to this Department.
