ORDER:
In the reference 1st read above, Government has accorded an administrative approval to the Commissioner of School Education for upgradation of school infrastructure, with nine (9) components i.e. i. Toilets with running water, ii. Electrification with fans and tube lights, iii. Drinking water supply, iv. Furniture for students and staff, v. Painting to schools, vi. Major and minor repairs, vii. Green chalk boards, viii. English labs, ix. Compound walls in all Government Schools under Mana Badi: Naadu-Nedu programme for transformation of Government schools in the State in a period of three years (in three phases), with effect from the current Financial Year 2019-2020.
2. In the 1st phase (i.e first year) 15,715 schools have been taken for this purpose on the basis of strength of children and immediate requirement of repairs etc., and the detailed estimates have been prepared for all the above nine components using STMS (School Transformation Monitoring System) Software with reference to SSR for the year 2019-2020.
3. The District Collectors have been empowered to accord an administrative sanction for each individual component of the school concerned with in the district as stipulated in para 3(IX) of the Government orders issued in the reference 1st read above. The Executive Engineer / Superintending Engineer / Chief Engineer as the case may be, have been empowered to accord technical sanction for component wise.
4. As part of the endeavour of the Government to ensure to provide best quality material / services to the schools, it was decided to call for National competitive tenders / bidding centrally for the following material based on the actual requirements as per technically sanctioned estimates
i. furniture i.e. Dual Desks for class I to III
ii. furniture i.e. Dual Desks for class IV to VI
iii furniture i.e. Dual Desks for class VII to X
iv. Teacher chairs & tables,
v. Almirahs,
vi. Green Chalk Boards
vii. White writing Boards
viii. Sanitary ware
ix. Fans and Tube lights
x. Painting work
5. In the reference 2nd read above, Government have constituted a Tender Committee to process the Tenders for the above materials.
6. The quantities required for the above material shall be taken from the data base of STMS, based on the technical sanctions accorded in the districts. Once the supplying agencies are selected based on the tendering process, it is expected that the same shall be supplied directly by the selected agency to schools on the basis of indents given by the School Parents Committees in online through a resolution. The payments shall be released to the agencies centrally based on successful supply, based on the recommendation of parents committee through resolution and based on the e-M Book written by Field engineer, check measurement by concerned Dy. Executive Engineer in online and approved by Executive Engineer in online in STMS software.
7. There is no further requirement for separate administrative and technical sanctions as the process of Administrative and technical sanctions are covered in the reference 1st read above.
8. Accordingly, Government is hereby accord permission to the Managing Director, APEWIDC to call for National Competitive Tenders / bidding centrally for procurement of the above material. The Managing Director, APEWIDC shall take necessary approvals from time to time from the state tender committee for Mana Badi: Naadu Nedu, PMU for Naadu Nedu, Judicial preview commission and the Government.
9. The Commissioner of School Education, A.P., the State Project Director, Samagra Shiksha Society A.P., and the Managing Director, APEWIDC, A.P., the Engineer-in-Chief PRED, the Engineer-in-Chief Public Health and the Engineer-in-Chief TWED shall take further action in the matter accordingly.
