All the Project Officers of SSA and District Educational Officers in the State are Informed that, the School Complexes are the most critical units for providing onsite support to schools and teachers at grassroots level.
2. Further all the Project Officers in the State are informed that the draft New Educational policy 2019 also alms at strengthening the school complex as a basic unit of educational monitoring in the public school system, and these school complexes will be strengthened accordingly. These will be the academic centers of excellence for the teachers and school headmasters who can meet face-to-face and work together for quality improvement of education. Each of this unit will be treated as a single unit, with substantial autonomy and independence which helps in the decentralization of administration and management of the schools.
3. Further the POs and DEOs are informed that the school complex has been given significant autonomy for providing Integrated education as per the recommendations of the National Curriculum Framework 2005 (NCF2005) and A P State Curriculum Framework 2011 (APSCF2011).
4. The activities of the School Complexes are as follows:
1. Visits and inspection of Cluster School Head Masters to lower schools for providing onslte job support,
2. Organising periodical meetings of teachers in the School Complex
for reviewing the monthly performance, arranging demonstration lessons etc.,
3. n-service education of teachers in general and specific area of
learning in particular.,
4. Introduction of better methods of evaluation and for assessing the performance of schools, teachers and children on a periodical
basis regularly .
5. Sharing of human and physical resources within the school complex by all the schools under the school complex judiciously,
6. Organising inter school meets, competitions,exhibitions, science fairs etc., within the school complex.
5. In Andhra Pradesh,the School Complexes were organised in the state is as follows:
7. All the Project Officers of SSA and District Educational Officers in the State are requested to make all the School complexes functional as approved in the PAB 2019-20. In this regard the POs of SSA in the State are informed to issue suitable instructions in their respective districts to reorganize the school complexes as sanctioned PAB 2019-20.
8. All the Project Officers of SSA and District Educational Officers in the State are requested to ensure that 7 Primary School Complex Meetings and 7 Subject School Complex meetings are conducted during this year. The Primary Level School Complex meetings have to be conducted in two phases covering 50°/o of teachers from each school without hindrance to regular school activities.
9. A budget of Rs Rs 22,000/- Is allocated for each school complex for conducting these meetings and the break up of the allocated budget Is furnished at annexure-1. Detailed schedule and guidelines for primary and subject level School Complex meetings are placed in annexure-2.
10. The POs of SSA and DEOS are further requested to ensure that the School Complex Headmasters undertake regular visits and organize monthly meetings and design strategies for better school performance .
11. In ordered to monitor effectively, the mobile app for monitoring the school complex activities is developed with the support of APonline, and the same is being communicated separately. The Headmasters of the School Complex and CRPs are requested to upload the data of the activities of school complex activities periodically and regularly through the mobile app.
12. All the District Educational Officers and Project Officers of SSA in the State are informed to communicate all the guidelines to School Complex Head Masters in their respective districts for smooth conduct of School Complexes as per the Schedule.
