Sub:School Education – SAMAGRA SHIKSHA (RMSA) – Instructions to filling up of Girl Students in Girls Hostels in vacant seats – Orders – Issued Regarding.

All the Principals of Model Schools in the State are informed that, some of the Principals of Model Schools have submitted representations for permission to fill the vacant seats in Girls Hostels filing with the Girl Students of Classes VI, VII and VIII.
They are informed that, the following guidelines already issued by the MHRD, New Delhi with regard to filling up of seats in Girls Hostels.
“The girl students in the age group 14-18 studying in classes IX to XII and belonging to SC, ST, OBC, Minority communities and BPL families will form the target group of scheme. Students passing out of KGBV will be given preference in admission in hostels. At least 50% of girls admitted will be from SC,ST OBC and Minority communities”
They are further informed that, keeping in view of the above guidelines the same have been reiterated in the Girls Hostel manual already communicated vide reference 1st read above is as follows:
“Each Girls Hostel has 100 boarded capacity. Girls belonging to SC, ST, OBC, Minority communities and BPL families and studying in classes IX – XII in a recognised school in the EBB (run by any authority, State, District or NGO) with a valid certificate from school Head Master will be eligible to stay in the hostels. At least 50% of the girls admitted to the hostels should belong to SC, ST, OBC, Minority communities as per the general rule of reservation prevailing norms. The students admitted in any High School/Jr. College in the vicinity of the hostel including Model Schools are eligible for admission. Priority will be given to the girls who are studying in the Model schools and distance as a criteria”
In spite of the above instructions, the requests of the Principals of Model Schools seeking for permission to fill the vacant seats by the students of Classes VI, VII and VIIrI cannot be considered as it would be violative of theletter and spirit of the MHRD, Govt. of India guidelines/norms on the matter.
Therefore, the Principals of Model Schools shall follow the aboveinstructions scrupulously.
The Principals of Model Schools are advised to fill the availablevacancies by admitting the Girl students of Classes IX to XII belongingto nearby Govt./ZP/Municipal High Schools/ Govt. Jr Colleges by giving vide publicity.
Further, it is found that Principals are admitting additional GirlStudents beyond the approved intake capacity and allotting 02 Girl students 01 Cot/Bed. This is not only unhealthy practice, but also violates theMinistry of HRD. Govt. of India guidelines/norms and is not advisable. It isonce again instructed not to admit more than the approved intake capacity@ of only One student for One Cot/Bed.
Any deviation in the matter will be viewed seriously and disciplinaryaction initiated against the concerned as per the existing rules in force.
