ORDER :
In the reference 1st read above, the Election Commission ofIndia, New Delhi have issued comprehensive guidelines for transfer/postings of all the Officers who are connected with conduct of elections In all the States/UTs in view of the General Elections-2019.
2. In the reference 2nd read above, the comprehensive guidelines have been communicated to the concerned Secretaries / HoDs / DEOs with a request to effect the transfers/postings of all the Officers who are connected with the conduct elections as per the guidelines issued by the Election Commission ofIndia, New Delhi,immediately.
3. Government after further examination, have noted that in addition to General Elections-2019,the Nine (9) MLC Elections are likely to be held in the month of February / March, 2019 and the Model Code of conduct of MLC elections may come into effect soon, creating the problems/hurdles for effecting the transfers / postings of the Officers as per the guidelines issued by the Election Commission of India for General Elections-2019. Further, Election Commission of ndia has already started various training programmes for the election related Officers.
4. Taking all the circumstances Into consideration,the Government hereby order that the transfers/postings of all the Officers who are connected with conduct of elections in the State of Andhra Pradesh,as per the guidelines issued by the Election Commission of ndia, New Delhi,shall be completed on or before 10-02-2019 in seven districts (i.e., Srikakulam, Vizlanagaram,
Visakhapatnam, East Godavarl, West Godavari, Krishna and Guntur) and in the remaining six Districts ( i.e., Prakasam, Nellore, Kurnool,Kadapa and Ananthapuramu) this process shall be completed by 10-02-2019 to the extent possible and in any case latest by 28-02-2019. While effecting transfers and postings the guidelines issued by the Election Commission of India, New Delhi, vide reference 1st cited above, shall be strictly followed.
5. All the Secretariat Departments/Heads of Departments and District Election Officers shall take necessary action accordingly.
