In the reference 1st read above, the Joint Secretary, Ministry of Human Resources Development, Government of India, New Delhi has informed that the Scheme for Providing Education in Madrasa/ Minorities (SPEMM) has been granted permission for continuation till March 2020 with some revision. The scheme merges the guidelines of Scheme for Providing Quality Education for Madrasas (SPQEM) and Infrastructure Development for Minority Institutions (IDMI) and their components into single scheme guidelines. As per revised scheme of guidelines, the scheme will be implemented under the aegis of State Governments. All the proposals under both the schemes will be submitted by the State Government at the time of PAB. To scrutinize and recommend the proposal under the scheme, the States/UTs shall constitute a State Level Committee under the chairmanship of the Secretary of the relevant Department, including Secretary Education and Secretary Minority Affairs. On receipt of proposals from the State Government, Project Approval Board setup in the Ministry of Human Resource Development, GoI under Chairmanship of Secretary (SE&L) will consider the same on merit and accord approval.

In the reference 3rd read above, the State Project Director, SSA, AP has requested the Government to constitute a state level Grant in Aid Committee immediately under the Chairmanship of Special Chief Secretary to Government and also constitute a Scrutiny committee to scrutinize the proposals for Scheme for Providing Quality Education for Madrasas (SPQEM) & Infrastructure Development for Minority Institutions (IDMI).
3. Government after careful examination of the matter, hereby constitute a State Level Committee to scrutinize and recommend the proposal under the Scheme for Providing Education in Madrasa/ Minorities (SPEMM) with the following Members:
4. The Commissioner of School Education, A.P., and the State Project Director, SSA, A.P shall take further necessary action accordingly.
