ORDER: 
     In an effort to streamline the various public finance management process, Finance Department has implemented Comprehensive Financial Management System (CFMS), leveraging the enterprise resource planning solutions on SAP platform. Andhra Pradesh Centre for Financial Systems and Services (APCFSS), a special purpose vehicle created, inter–alia, to provide solutions for robust finance systems, is the nodal agency for the implementation, continued support and maintenance of this application in coordination with M/s. SAP India Pvt. Ltd. as the implementation Partner. 

2    Implementation of CFMS centred on various reforms and re-engineering of processes with the objective of achieving process harmonisation, standardisation and simplification and thereby ensuing effectiveness and enhancing efficiency. Among other 
things, the process re-engineering covers the process of revenue remittances, their accounting and reporting in a real time environment. The key element of change involves enabling ease of use and thereby permitting the use of all modes of banking across the G2C, G2B, G2G and G2E transactions pertaining to the remittances to the Government. 

3.    At present the remittances are mainly taking place in physical mode over the counter at the designated agency bank branches and in electronic mode through internet banking, Credit Cards and Debit Cards with respective banks. While internet banking is limited to departments like Commercial Taxes, APBCL etc., SBIMOPS is engaged as a payment aggregator for electronic mode of remittances in a limited way with departments like Transport and Registration & Stamps; which are having their own functional systems. 

4.    During various Government reviews, a strong need was identified for creating a generic utility that can facilitate to meet payment gateway requirements of all the Government departments and facilitate remittances in all the existing modes of banking transactions. In order to fulfil this need, various options were evaluated and keeping in view of the capabilities of integration with CFMS, the Government has shortlisted the solutions from SBI’s Multi- Option Payment System (MOPS) and PayU as suitable to 
provide the aggregator services to collect the Government receipts. 

5.    The Government, after careful consideration of the matter, hereby permit 
SBIMOPS and PayU to act as Payment Aggregators to collect the Government receipts in electronic mode using Internet banking, Credit cards, Debit cards, Rupay cards and other electronic methods. The SBI is also hereby permitted to collect Government receipts over the counter in the form of Cash/ Cheques/ Demand drafts in all their branches against an electronic Challan generated in Receipt Management Module of the Comprehensive Financial Management System. PayU shall report all Government receipts collected on its platform to State Bank of India on T+1 basis and transfer the funds into pooling account maintained by the Government at SBI, Treasury Branch, Ibrahimpatnam. The State Bank of India shall upload the transactions collected through SBIMOPS into RBI’s e-Kuber system on T+1 basis, while those reported by PayU are 
uploaded on the same day of such reporting by PayU. All such remittances are pooled into the Government of Andhra Pradesh’s eReceipts account at RBI. RBI will submit the consolidated EOD (end of day) scroll and Accounts Statement for these receipts through the e-Kuber platform. The operations of SBIMOPS, PayU and RBI e-kuber will be governed by the memorandum of understandings with the respective parties. 

6.    All the stakeholders are hereby notified that the Cyber Treasury operations, Internet banking gateways and permissions to banks (other than SBI) to collect over the counter payments on behalf of the Government departments stands withdrawn with immediate effect. Therefore, all Government departments and stakeholders hitherto conducting their transactions using Internet banking gateways and/or SBIMOPS gateway 
through Cyber Treasury or any other channel should realign their applications to the CFMS, if not already done. 

7.    The Director of Treasuries and Accounts, in coordination with APCFSS, will take all required steps to deactivate all interfaces provided to line departments and banks for collecting Government receipts through Cyber Treasury including electronic challan system with immediate effect, if not already done.
