5.      From the State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad Lr. No. 7395/ DPEP/ CLP/ B8/ 2003, dated 20/03/2004.

ORDER:
            In the reference 1st read above the subject “Child Labour” was transferred from Women Development, Child Welfare and Disabled Welfare Department and allocated to School Education Department.

(2)       In the G.O. 2nd read above, orders were issued constituting a Project Steering Committee for the State Based Project for Elimination of Child Labour in which the State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad is Vice-Chairman and the Commissioner and Director of School Education, Andhra Pradesh, Hyderabad is one of the Member in the Committee.

(3)       In the G.O. 3rd read above, Government appointed the Director of School Education, Andhra Pradesh, Hyderabad and officers working under him / her as “Inspectors” for the purpose of implementation of Labour Acts and for the local limits (jurisdiction) as specified in the said G.O.

(4)       As per the orders issued in the G.O. 4th read above, the Labour, Employment Training and Factories Department will also have concurrent jurisdiction along with School Education Department on enforcement aspects of Child Labour and to book the cases against the employers.   The rehabilitation and mainstreaming of the children for admitting into schools, bridge schools, residential schools etc., shall lie with School Education Department.

(5)       The State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad, in the reference 5th read above, has requested the Government to allocate the subject “Child Labour” to the Commissioner and Director of School Education, Andhra Pradesh, Hyderabad.

(6)       Government after careful consideration of the proposal of the State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad hereby order that the subject of eradication of Child Labour with reference to rehabilitation and mainstreaming of out of School Children shall be dealt by the State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad  at state level.   He shall therefore deal with all schemes / programmes like bridge schools / Residential Bridge Centres / Non-Residential Bridge Centres implemented under the National Child Labour Project, SarvaSiksha Abhiyan, District Primary Education Programme, Velugu, International Labour Organisation and other Non-Governmental Organizations in the State.

(7)       It is also clarified that at the District Level the Additional Project Coordinator, District Primary Education Programme / Sarva SikshaAbhiyan shall be the agency for implementation of National Child Labour Project and other schemes / Programmes for rehabilitation of Child Labour under District Primary Education Programme / SarvaSiksha Abhiyan / Velugu / International Labour Organisation other Non-Governmental Organizations at the District Level.

(8)       The Additional Project Coordinators shall submit Fortnightly Progress Reports on progress achieved in rehabilitation of Child Labour to the State Project Director, District Primary Education Programme, Andhra Pradesh, Hyderabad who in-turn has to submit monthly progress reports to Government.
