Further, the Pension Fund Regulatory and Development Authority in their circular 01° cited have issued exit procedures for State Government employees, who are governed by National Pension System and the following options are prescribed for exiting the National Pension system due to death of Government employee / subscriber, which is against to Government Orders 02" to 03" cited:-
a.) In case of corpus of the deceased subscriber is>%.2,00,000/-, the default withdrawal percentage in lump-sum is 20% and percentage towards Annuity is 80%.
b.) In case of corpus of the deceased subscriber is<%.2,00,000/- (or)
=%.2,00,000/-, the default withdrawal percentage in lump-sum is 100% and percentage towards Annuity is 0%.
Based on the aforesaid circular, the NSDL-CRA authorities have developed ‘Online Withdrawal’ module to process ‘Withdrawal Request’ for subscribers exiting NPS on Online platform made available by CRA @ www. cra-nsld.com.
At this juncture, this office has been received grievances for clarification on remittance of Corpus of deceased subscriber and the same has been addressed to the NSDL-CRA authorities with a request to provide a solution, wherever family pension is applicable, so that the entire corpus is returned to State Government of Andhra Pradesh.
Based on detailed deliberations, the NSDL-CRA authorities have intimated this office “NOT" to process withdrawal requests in Online wherever, family pension / invalidation pension is applicable, instead advised this office to furnish Annexure.| and II (containing the bank details of Nodal Office along with Bank statement, etc.) to NSDL-CRA, for the entire corpus of the subscriber to be returned to that Bank account only.
In view of the clarification received from the NSDL-CRA authorities, all the Treasury Officers / PAOs are directed to furnish Annexure.| and II along with bank account statement to NSDL-CRA authorities in physical mode, which are annexed to this Office Circular Memo 04" cited, wherever, the family pension / invalidation pension is applicable and they are also directed “NOT” to process such withdrawal requests in Online in future. All other remaining procedures in this matter remain same.
The Deputy Directors of District Treasuries in the State shall take necessary action to™ communicate these instructions to all the Divisional Sub Treasuries / Sub Treasuries / Drawing and Disbursing Officers under their jurisdiction by prominently displaying in their Notice Board as well as by way of any other possible communication and see that these instructions are strictly complied with.
