ORDER:-
   Government in response to requests from School Committees, while issuing certaininstructions in the reference first read above for providing ‘Andariki Vidya’,have decided to provide financial assistance on a purely temporary basis to the SchoolEducation Committees to enlist Vidya Volunteers by them on contact basis and to meet othercontingencies & expenditure, at the rate of Rs. 1000/- PM. (100% assistance) forPrimary Schools and at the rate of Rs. 750/- PM (50% assistance) per Vidya Volunteerpossessing B.Ed. qualification and at the rate of Rs. 500/- PM (50% assistance) for everyVidya Volunteers possessing Inter and TTC qualifications for U.P.Schools and High Schools.The Govt. assistance will be limited to a maximum period of 10 months in a year and is apurely temporary measure and will be based on the provisions in the reference third readabove. It is for the School Committees to decide how much on other contingencies etc. theywould spend. It is also for the School Committees to decide how much funds they mobilisefrom other sources for payment as honorarium to Vidya Volunteers.
       The following are the detailed financial requirements to provide assistance to the SchoolEdn. Committees.

3.    Out of Rs.. 15.97 Crores required towards assistance to the School Edn. Committees as State Govt. contribution to engage Vidya Volunteers etc. Rs. 2.40 Crores will be met from DPEP funds, and Rs.13.57 Crores has to be provided as State Govt. contribution.
4.    In view of the above, Govt. hereby accord sanction for an amount of Rs.13.57 Crores (Rupees Thirteen Crores and fifty seven thousand only) towards state assistance, as a purely temporary measure towards payment of honorarium to the Vidya Volunteers to be enlisted by the School Committees and to meet other contingencies like purchase of daily requirement and consumables etc. as per the provisions of the reference third read above.
5.    The amount sanctioned in para 4 above shall be debited to the following head of accounts in relaxation of treasurey control orders to be regularised by providing token provision in revised estimates 1998-99. The C&DSE shall obtain supplementary grant at the appropriate time.

2.    All the DEOs in theState are permitted to draw the amount as per their Dist. Requirements as indicated in theannexure to this order and distribute the same to the MEMOs in the district on a quarterlybasis. The assistance shall be released by the MEO on a quarterly basis as per theguidelines in the Memorandum of Understanding in the reference third read above and shallbe credited in the School Education Fund account directly.
3.    Every SchoolCommittee shall open a acccount for the operation of the School Education Fund in anationalised bank or in the nearest Post Office. The account shall be a Joint Account tobe operated by the Chairman of the School Committee and the Member – Convenor of theSchool Committee. In the event of the School Education Fund account not having beenopened, the assistance shall not be released till it is opened in the nearest Bank or PostOffice. Under no circumstances should it be handed over in cheque or cash to anyindividual or office holder of the School Committee.
4.    Progress achieved,as per guidelines will be placed before the Parent Teachers Association every month or ona Bi-monthly basis and strategies worked out by the School Committee to achieve inconsultation with Parent Teachers Association to achieve the objectives/targets set out inthe Memerandum of Undertaking and to achieve ‘Andariki Vidya’ in Andhra Pradeshwell before 2005.
5.    This order issueswith the concurrence of Fin. & Plg (EBS. VI) Dept. Vide. TheirU.O.No.5655/FS(R&E)/98, dated 15-12-98.
