ORDER :
     In  the G.O. 1st read above orders were issued Streamlining of Public Account operations, Re-defining the  Personal Deposit (PD) Accounts, Reclassifying the PD  Account structure, Re-establishing the Audit processes and Accounts rendering.

2.   On a review of reclassified PD Accounts, orders were issued in the G.O. 2nd read above, introducing certain changes in the classification  of PD accounts and other deposit accounts, and the existing accounts and the corresponding new accounts were notified. The Government  has been  permitting creation of new  PD Accounts-both General and Green Channel Accounts, on a day to day basis taking into consideration of requirements of the departments. 

3.   The Government has also considered to facilitate a  Green Channel PD Account for every CASP scheme in view of the Government policy to ensure that expenditure is carried-out in direct  beneficiary transfer mode only and accordingly, permitting creation of separate Green Channel PD Account for each scheme, creating and enabling such accounts in CFMS system.

4.    It  is brought  to the notice of the Government that the audit authorities are raising objections to  facilitate transactions to and out  of such accounts, though the CFMS system is  facilitating such transactions, on the ground that the newly created accounts are not notified.

5.    It  is here by  ordered that as and when a new PD  Account is permitted, the Finance (C&DM) Department automatically creates and activates such accounts in the CFMS system.  The accounts become operational and the CFMS system facilitates transfer of funds to and out of such accounts. Since it is an integrated action,  no separate notification is needed. However, in order to facilitate communication of those newly created accounts,  the CEO, APCFSS shall take action to  publish all those accounts in the CFMS  portal for information to the respective stake holders.  The respective departments  as well as  the audit authorities shall take such published  information into consideration and take necessary action accordingly.
