School  Edn Dept  – Budget Estimates  2018-19  – Conducting  sports  for  3 tier  events at School  Level,  Mandal  Level  and  District Level  Tournament  and  final  competitions at State level  for  school  children and  for  granting  CM  Cup to  Winners  – Administrative  sanction  for  an  amount of  Rs.6,78,17,000/-    towards  meeting the expenditure  for  Mandal  level & District Level  competitions    for  CM  Cup–  Permission accorded  –  Orders - Issued.

ORDER:
    In the reference 1st  read above, the Commissioner  of  School  Education, A.P. has requested  for  conducting  sports at  School  Level, Mandal  Level  and District Level Tournament and  final  competitions at State level  for  school  children for  certain events and granting  CM  Cup to  final  winners and to meet the  expenditure  of Rs.20,48,00,000/-(Twenty  crores forty  eight lakhs only)  for  this  purpose.

 2. In the reference 2nd  read above, Government, in  principle, while  agreeing  for conducting  sports for  3 tier  events only at School  Level, Mandal  Level  and District Level  Tournament  not  exceeding  three  days  and  final  competitions  at State  level  for school  children,  she has been permitted to organize  State level  event under  the  aegis of  Sports Authority  of AP Further, it  was directed to  workout cost separately, in consultation with Managing  Director, SAAP  for  conducing  CM  Cup tournament  and resubmit  proposal  to  Government  for  approval  duly  working  out  cost sharing  with SAAP  and also  Khelo India Khelo  guidelines.
3. In the reference  3rd  read  above,  the  Commissioner  of  School  Education,  A.P. has stated  that   on  the request  of  conducting  State Level  competitions, the  Vice Chairman and Managing  Director, SAAP assured that  they  will provide the following support:-   
1.    Coaching  camp  expenses  for  all  categories (Approx  1 crore) 
2.  Technical  Assistance 
3.  Providing  coaches  for  all  camps and sending  with teams
4.  Assistance  during  selection of  teams  for  Mandal  to  State

4. The Commissioner  of  School  Education,  A.P.  has,  therefore,  requested  to accord  permission  for  conducting  sports  for  3 tier  events  only  at School  Level, Mandal  Level  and District Level  Tournament not  exceeding  three days  and  final competitions at State level  for  school  children under  the  aegis  of  Sports Authority  of AP and  for  granting  CM  Cup to  winners and to meet the  expenditure  of Rs.11,51,14,300/- (for  Mandal  Level: Rs.3,24,08,800,   District Level:  Rs.3,54,08,700/- and State Level:  Rs.4,72,97,300/-)  from Physical  Literacy  budget component and  to draw  this  amount  as  an  advance. 

5.   In  the  circumstances reported  by  the Commissioner  of  School  Education,  A.P.,     Government  hereby  accord  permission  for  conducting  sports  for  3  tier  events only  at School  Level,  Mandal  Level  and District Level  Tournament  not exceeding  three days and  final  competitions  at State level  for  school  children  under  the  aegis  of  Sports Authority  of  AP and  for  granting  CM  Cup to winners.  Permission is  also accorded  to meet  the expenditure  of  Rs.6,78,17,000/- (Rs.Six Crores,  Seventy  Eight  Lakhs,  and Seventeen Thousand only)    for  conducting  Mandal  level  & District Level  competitions   for  CM  Cup under  the  Head of  Account 2204-00-101-11-SH(15)-Physical  Literacy  in Schools  500/503- Other  Charges/Other  Expenditure.

6.  The  Commissioner  of  School  Education,  A.P. is  also  directed to  consult  the Managing  Director, SAAP to provide  funds to  meet the expenditure  of  Rs.472.97 lakhs for  conducting  State  level  competitions  of  CM  Cup. 

7. The Commissioner  of  School  Education,  A.P, shall  take  further  action accordingly. 

8. This  order  issues with the concurrence  of  Finance (FMU  School  Edn)  Dept  vide their  U.O.No.FMU0PC(SE)/3/2018-SO(FMU(EDN),dated  07.11.2018  and   15.11.2018.
