The attention of all the District Educational Officers and the Regional Joint Director of School Education in the state are invited to the reference 1st read above, wherein GOI have issued Guidelines that the State Education Department will be the Nodal Department and the Commissioner of School Education, AP, would be the Nodal Officer to ensure the enrolment of students on the UlDAl system through the State Registrars/State Enrolment Agencies.
As the Andhra Pradesh state has attained 99% of Aadhaar saturation of adult population, out of which the Aadhaar Coverage of Children along with new-borns coverage is much lower (nearly 52% for 0-5 years and 79% for 5-18 years as on 31.08.2018); in addition to that there is need of mandatory biometric update at the age of 5 to 15 years for 28 Lakh students approximately.
Basing on the UIDAI guidelines, the School Education Department, Andhra Pradesh, has decided to adopt in-House Model by deploying the machines and identifying the Supervisor and Verifier under the School Education Registrar duly deploying the man power hired from identified external agency.
As per the above guidelines issued, the District Educational officers in the state are hereby informed that the DEO of the concerned district will be acting as Nodal Officer at district level and to constitute a committee of taluka/block level officials headed by a Mandal Educational Officer to act asNodal Officer at Mandal level to prepare a calendar of dates ofcamp/deployment of Aadhaar machines in the taluka/Mandal, and it shouldendeavored that each school should be covered by Aadhaar camp at least twice a year.
Accordingly, the Department of School Education has identified M/sBlue 3 Solutions as third party agency to provide technical support forupdation of the biometrics of the School Children duly deploying theoperators along with Aadhar Kits for enrolling the children along withupdating the biometrics of the existing students.
Therefore, all the District Educational Officer in the state areinstructed to take up the following activities:
a. To identify two teachers per Mandal to act as supervisors forauthenticating and approving the updated biometrics and newenrolment on or before 17.07.2019.
b. To Organize the training with third party agency (Blue3 IT Solutions)to identified teachers on or before 31.07.2019.
c. After completion of training, ensure that selected teachers shall appearfor the examination to be conducted by the UIDAI in coordination withthird party agency on or before 31.07.2019, and the selected teachersshall be qualified to act as supervisors.
d. And shall be ensured that the machines shall be deployed forenrolment and update of school children and other children below theage of 18 on or before 01.08.2019.
e. Detailed procedures which are essential for the above are annexed forready reference.
