JOB CHARTS OF DEPUTY EDUCATIONAL OFFICERS
( G.O.Ms.No.1194, Dated.16-12-1971 )










I. ACADEMIC FUNCTIONS :

  A. INSPECTIONS : 

1. Conducting annual inspection of the Secondary Schools and monthly Panel inspections coinpulsory and prompt submission of the T.I.Rs to the District Educational Officer.

2.  5 % of Upper Primary Schools in a year.

3.  Inspections of Upgraded Upper Primary Schools.

4. The TIR should reach the District Educational Officer immediately after 3 days of the inspection and a copy of which may be sent to the Director of School Education.

5.  He should give demonstration lesson followed by discussion with the
teachers, and Headmasters. A brief  resume of discussion should be appended to the T.I.R.

  B. VISITS :

     (1) MONTHLY PROGRAMME : 

     a. 20 High Schools including Model Schools, KGBVs and Residential Schools.

     b. 10 upper Prima1y Schools.

     c.  10 Primary Schools.

     d. 10 % of School complexes.

     e. Off ices of the MEOs

     (2)  ANNUAL PROG RAMME : 

      Periodicity of Inspections / Visits of the Institutions : 

     a. Visits of Secondary, Cpper Prilnary and Primary Schools annually.

     b. Providing guidance in preparation and implemen tation of institutional plans.

     c. Giving demonstration lessons and organizing demonstration lessons by
competent subject teachers, adopting modern techniques of teaching.

     d. Adopting at least one high school to develop it as a model school. (The selected institution should not have been adopted by any of his predecessors.)

     e. Trying out innovations in selected schools.

     f. Scrutinizing the evaluation tools and procedures adopted and assessing their quality.

     g. Assessing Schools on basis of their performance in curricular, co­-curricular and extra-curricular activities and bestowing more attention on the schools that are below the minimum level of achievement.

     h. Organizing Conferences, seminars, workshops etc., of subject teachers with a view to improve their professional competence.

     i. Supervising and guiding the organization of subject clubs in the schools and programmes of supervised study and remedial teaching.

     J. Encouraging teachers to undertake action research programmes.

     k. Helping in the organization of Meetings / conferences at Zonal level.

     l. Improving the quality of secondary education.

     m. Improvement of quality of Education of students by organizing special coaching classes in schools particularly in class X.

II. ADMINISTRATE POWERS AND FUNCTIONS:

1. Submission of proposals to District Educational Officer for upgradation of Upper Primary Schools into High Schools and Opening of High Schools in his zone.

2. Conduct of enquiries on academic and administrative lapses of the heads of institutions / Mandal Educational Officers as entrusted by the authorities.

3. Assessment of grant-in-aid to private aided Upper Primary and Secondary Schools.

Exercise the following powers in respect of HMs of Secondary Schools and MEOs / DY.E.Os as per rules in force.

1. Grant casual leave, special casual  leave.

2. Sanction the Earned Leave / commuted leave / half pay leave / matenity leave and extra ordinary leave.

3. Sanction the increments and pay fixations.

4.  Sanction the Automatic Advancement Scheme, Leve travel Concession and Joining perinissions.

5. Sanction the GPF, Loans and GPF Part-Finals and forwarding of GPF Final withdrawals.

6. Sanction the Family Benefit fund and Group Insurance Scheme amounts.

7.  Sanction the pension and forwarding of proposals to Accountant General and forwarding of AP Govt. Life Insurance applications.

8. Draw the Medical Advance / Reimbursement after sanction by the
Commissioner and Director of School Education.

9. Attest the Transfer Certificates of students seeking admission in other States.

REVEIWS : 

a. Monthly review of Mandal Educational Officers performance inspections etc.,

b. Attend District Educational Officers meetings / consultative committee meetings etc.,

c. Hold zonal review meetings with the teachers and Headmasters particularly
of schools which secured low results.

d. Attend the Mandal Parishad meetings.

e. Attend to all the panel inspections conducted by the District Educational Officer,



III. ANCILLARY FUNCTION :

1. Every Deputy Educational Officer must tour for 20 days in a month with 10 night halts.

N.B. The Deputy Educational Officer should send his advance tour programme of the successive month to the District Educational Officer one week in advane.

2. Planning programmes of Annual Inspection and obtaining approval of the District Educational Officer before the beginning of the academic year.

3. Issuing instructions and ensuring that all the institutions draw up institutional plans before the commencement of the academic year.

4. Providing guidance in the proper functioning of parent teacher associations and SMCs, SMDCs at the school for the promotion of school Improvement  programme.

5. Visiting Mid-day meals Centres.

6. Assisting the District Educational Officer in :
   i. The conduct of Public Examinations.

   ii. Organizing District Science Fairs, Sports meets, Scout rallies, Educational week etc.,

   iii. Proper distribution of Nationalized text -books, Uniforms and other incentives to the students.

7. Scrutinsing applications for recognition and grant in aid in respect of non Government schools and requests for adhoc grants.

8. Maintaining essential Educational Statistics.

9. Monitor and guide the implementation of CCE in schools.

10. Enlisting Public CO-Operation in utilizing community resources for lmprovement of schools.

11. Any their Work entrusted by the higher authorities.
