JOB CHART OF HEAD MASTERS OF SECONDARY SCHOOLS UNDER ALL MANAGEMENTS







The following shall be the functions / duties of the Head Masters of Secondary Schools

i)  Planning
ii)  Organization and administration
ii)  Monitoring and Supervision
iv) Guidance and counseling
v) Teaching and Research


I)  PLANNING:

1) Formation of a Comprehensive institutional plan covering the following areas;

   i. Academic Plan of activities for the current year, which may include,
preparation of annual plans, Unit plans class wise and subject wise.

   ii. Programmes in the curricular and co·curricular areas like conducting tests and  examinations celebration of national festivals.

   iii. Prepare School Development Plan  to  ensure optimum  utilzation of the
available human and material resources duly taking up exercise basing on long term and short term needs.

   iv. Planning for effective functioning of parent- teacher association in order   to ensure community participaton.

   v. Identfying dropout students and slow learners and arrange and SMC/ SMDC remedial instruction classes after and before school hours.

   vi. Take action to prepare VER and enroll out of school children's in the catchment area of the school.
II)  ORGANISATION AND ADMINISTRATION:

1)  Preparation of class-wise and teacher-wise timetable and ensuring executionof work accordingly.

2)  Admission of pupils into various classes and ensuring proper maintenance of attendance register class-wise.

3)  Maintaining attendance of staff and students properly.

4)  Ensuring optimum utilization of resources like laboratories, lab equipment, library play material and play field, Computers A.V.Equipment and Teaching-Learning materials supplied to schools.

5)  Ensuring maintenance of necessary stock registers.

6)  Safeguarding the properties of the Institution and acting as the custodian for school properties.

7)  Ensuring corduct of prayer and celebraton of functions.

8)  Maintaining all the prescribed registers including Admisson Register, C.L Register, Movement Register.

9)  Maintaining accounts for the fund received.

10)  Submitting pay bills, T.A. billss and arrears bills.

11)  Sanctioning increments, and all kinds of leave to the staff and initating action for pay fixaton for the staff.

12)  Ensuring prompt payment of salaries to staff.

13)Submitt1ng scho arship forms of students timely.

14)  Conducting monthly, quarterly, half-yearly and annual examinations, completon of answer scripts valuation & issue of progress cards intime and the Government examination as per the orders of higher officials.

15)  Arranging demonstration lessons by experts for professonal growth of teachers.

16)  Arranging conferences, workshops, seminars etc., for academic excellence of both teachers and students from neighborin schools.

17)  Ensuring participation of  teachersin in-service  training Programmes organized by SCERT, CTE, DIET, SIET, IASE and NCERT.

18)  Arranging of proper water supply electrcity, furniture, medical inspection, sanitary facilities, school playground, school garden,cycle stand etc.

19)  Fixing accountability on teachers individually and collectively in achieving the targets fixed for attairing results as communicated by the District Educational Officer / Inspecting Officer.

20)  Providing records, accounts and reports for audit and inspection and extending Co-operation to the Irspecting Officers.

21)  Organising regular activities in respect of physcal education, Swach Patashala, Health Education, SUPW, Yoga and Moral Education conducting monthly / Quarterly Health checkup camps in schools by Govt. Hospitals Doctors.

22)  0rganising the programme of Scouts and guides and maintaining proper discipline in the school.

23)  Preparation for participationin Science Fairs,Tournaments / Games competitions, Inspire Competitons, Scholarships like merit scholarships, MathematicalOlmpiads, Public Examination General Knowledge tests,Co-curricular Activities Exampe: NCC etc., to observe all National Days including UN Day, Teachers' Day Children' s Day etc. ,

24)  Organising Book Banks, Small Savings and School Co-operative stores of school.

25)  Conducting co·curricular and extra cirricuar activites and maintaining watch registers to check the work turned out as per schedule of annual inst tutional plan.

26)  Ensuring proper relationship with staff, students, parents and community.

27)  Organizing parent teacher and SMC / SMDC meetings regularly.

28)  Enlsting support of school Management Committee and the local communities for school improvement.

29)  Assessing the requirement of Text Books for free supply and sale and rice under Nutritional Support Scheme, obtaining stocks,ensuring preparation and distribut on of meals as per norms and maintain accounts.

30)  Review of attendance of hostel Boarding's with the Hostel Wardens every Month.

31)  In respect of all teachers working in High Schools exercise the following powers as per rules in force.

   a) Sanction of Automatic Advancement Scheme, Leave Travel concesson and joining permissions.

   b) Sanction of GPF Loans and GPF part finals and forwarding of GPF.

   c) Sanction of withdrawal proposals, Family Benefits fund and Group Insurance scheme amounts.

   d) Sanction pension and forwarding of proposals to AG and forwarding of AP Government Life Insurance application.

   e) Draw the Medical Advance / Reimbursement after sanction by the Competent Authorities.

   f) Condone the Age Relaxation to VII & X class students as per rules.

   g) Change the Media or Language of Study of the students.

   h) Condone the shortage of attendance to the students

   i) Admit the students from CSE / CBSE syllabus or other sylabi to state syllabus.

32)  Submiss on of Performance Indicators every quarterly.

33)  Implementation of Ciizens Charter.

34)  Performing other duties as assigned by Government or higher authorities.
III) MONITORING AND SUPERVISION:

1)  Prompt submission of monthly reports:


  • On attendance, enrolment, retention,coverage of syllabus, tests conducted Performance of students, teachers particulars, Parent-Teacher Association meetings etc., A month y report to be submitted by 15th to 25th of every month.
  • Oninitial status of the school,and annualreport at the beginn ng   of the academic year by 15th to 25th of July every year.


2)  Submission of number statement to the Department.

3)  Attending to internal Supervision and inspection of teachers work for Classes VI to X and arranging monthly review meetings with staff.

4)  Attending Head Masters' Conference and other meetings as and when needed.

5)  Supervising daily school assembly, functioning of library and reading room, Laboratory, school garden.

6)  Supervising the work of teaching and non-teaching staff.

7)  Observing classroom teaching of teachers to the extent of one period a day and recording the same with suggestions for further improvement.

8)  Checking daily period plans,and coverage of syllabus of teachers and
work done statements of ministerial staff and a-ranging for proper remedial teaching /super1ised study.

9)  Checking of monthly, quarterly, half-yearly and annual progress reports of the pupils by maintaining central Marks Register and reporting to parents through progress cards with assistance of teachers.

10)  Moritoring the organizations of activities and programmes as per Annual Academic Calendar.


IV) GUIDANCE AND COUNSELLING:

1)  Providing guidance to teachers In planning for effective class room Teaching.

2)  Assisting the School Committees and Mandal Educational Officer in assessing the requirements of schoos enlisting and hiring the services of  Vidya Volunteers on contract basis.

3)  Guide the teachers in implementation of CCE.

4)  Arrange guidance and counseling session for the students duly enlisting Co-operation of local Professionals.


V)  TEACHING AND RESEARCH:

1)  Teaching (8) periods a weekin one complete subject.

2)  Organising innovative activities and extens on lectures by the experts In  the field.

3)  Taking keen interest to make teachers to undertake act on research
programmes.

4)  Encourage staff to under take studies and preparaton of Effectve Teaching.
