GUIDELINES

2nd to 11th January, 2019








1.      JanmaBhoomiMaaVooru (JBMV)
   1.1.   The Government of Andhra Pradesh  conducted five rounds of “JanmaBhoomi MaaVooru”programme with an intention to take administration to the doorstep of the people, to redress their grievances and to make them active stakeholders in the development planning, implementation and monitoring.Thesefive rounds were conducted during 2nd to 20th October, 2014, 3rd to 7th June, 2015, 2nd to 11th January, 2016, 2nd to 11th January, 2017 and 2nd to 11th January, 2018. The 5thround of JBMV was conducted to highlight the integrated approach of development and welfare in saturation mode of certain assurances at village and family level (i.e, KutumbaVikasam, SamajaVikasam) and also to  realise the targets underSustainable Development Goals and Vision 2029.
   1.2.   Continuing with the state wide outreach campaign, the 6th Round of JanmaBhoomiMaaVooru(JBMV)programme will be conducted from2nd to 11th January, 2019 in all GPs/wards in the state.

2.      Thrust areas of the 6th round JBMV programme- The State Government is committed to ensure inclusive growth with welfare and happiness of its people as the main objective. Thrust areas of 6th round JBMV programmeare as follows.
   2.1.   Sensitisation on development and growth approach of VIADUCT which expands toVision, Innovation, Accountability, Digitalisation, Uberisation, Convergence and Technology &Transformation - VIADUCT.
   2.2.   Awareness on the achievements since 2014 -  by placing the list of all assets and beneficiaries (in Telugu) pertaining to all government departments through an online platform created by Department of RTG  with the support of all the department concerned. The performance under SamajaVikasam, KutumbaVikasam and SDG should also be placed before the gramasabha.
   2.3   Village/ Ward Development Plan for 2019-24-  The VDP/WDP for next five years (2019-24) has been prepared by all the GPs and Ward during the Gram Darshini Programme. The VDP/WDP should be discussed during the JBMV programme duration and be finally adopted and released on the final day of JBMV on January 11th, 2019.

3.      Activities under 6th round of JBMV Programme: -The 6th round of JBMV programme will have two sets of activities as per the 5th round of JBMV.
   3.1.   Activity A –Mandal Level Team Visit - The Mandal/Municipal team shall visit GP/Ward and hold Grama Sabha as per the schedule and cover all GPs/Wards of Mandal/Municipality during the JBMV programme. The indicative agenda for the Mandal Level Visiting Team is provided in Annexure 1.
      3.1.1.      The Mandal Level Team should visit the assets created and conduct a village walk during forenoon and conduct Gram Sabha during afternoon. The Village Walk should be conducted to inspect the infrastructure and assets created, laying of foundation stones, inaugurations etc if any. The status of ODF and ODF+ should also be reviewed during the village walk with an aim to celebrate Swachh Sankranti.
      3.1.2.      The list of beneficiaries of all schemes of all departments, since June 2014 should be prepared in Telugu and made available to the Mandal Level team and Village Level Team for transparency and discussion. District Collector should ensure the printing and distribution of sufficient number of copies village wise.
      3.1.3.      GP/Ward Level satisfaction survey report on various programmes is to be provided by the Department of RTGS for discussion during the meeting.
      3.1.4.      Exhibition–An exhibition should be organised on the day of the visit of the Mandal Team to highlight the achievements and VDP/WDP for next five years.
   3.2.   Activity  B – Village/ Ward  Team for Village/ Ward level Daily Discussion on Theme of the Day  in all GPs/wards. The Village/Ward team shall conduct meetings every day throughout the JBMV programme and organise the Theme based discussions. This activity was introduced during the 5th round of JBMV and would continue wherein day wise discussions on respective assigned themes will take place at GP/ ward level to discuss the White Paper of the theme of the day and to review the achievements since June 2014 on key indicators, Sustainable Development Goals, SV, KV and Vision 2029. The discussion shall also focus on major challenges, key issues, best practices, national/International awards & benchmarks. The discussion shall be convened by the Person in Charge and/or Village Secretary and facilitated by the village level functionaries connected to the theme and students. All village level functionaries irrespective of the departments like VEO, VRO, Teachers, Agricultural Officer, Village Assistant, Veterinary Officer, Bill Collector, Sanitary inspector shall attend this activity daily in the respective GPs/ wards apart from the JB Committee members, ASHA workers, ANM, AWW, Sadhikara  Mitras, NRTs and others.
      3.2.1.      Multi Disciplinary Teams (MDTs) consisting of 4 to 5 students and a faculty member as a team leader constituted by the Higher Education department and APSCHE shall assist the GP/Ward teams.
      3.2.2.      The daily tentative agenda is in Annexure 2 while the day wise themes, departments responsible to lead the discussion are in Annexure3.
      3.2.3.  District Collectors should constitute a Programme Management Committee for each GP/Ward for coordinating this activity at village/ward level. Services of a Senior Teacher should also be taken for coordinating the programme.
      3.2.4.      The department concerned will provide the necessary background material, summary of the White Paper to facilitate the discussion on theme of the day.
     3.2.5.      Hon’ble Chief Minister will daily give a live message on the related theme to the public in the state. It is therefore directed to establish a screen at the venue in each GP and to arrange for the direct telecast of the Hon’ble Chief Minister message. The AP Fibernet Corporation will assist to establish the screen and the link for direct telecast.
      3.2.6.      Village walk should be taken up preferably on the day of the visit of Mandal Team during JBMV along with Village/ Ward Team to inspect the infrastructure and assets created, laying of foundation stones, inaugurations etc if any. The status of ODF and ODF+ should also be reviewed during the village walk with an aim to celebrate Swach Sankranti.
      3.2.7.      Cultural programmes should be conducted on one of the dayin each village by utilising the local teams and Kalajatha troupes. The Department of Tourism and Culture should depute requisite number of Kalajatha teams to cover all GPs and Wards during the JBMV programme. Tourism Department should ensure that the content of the Kalajatha Teams should relate to the thrust areas of JBMV.
      3.2.8.      Village Level Competitions –In addition, the Department of Culture in consultation with Department of Education shall conduct competitions like debate/essay writings/ Painting and Rangoli in each GP/Ward on the day of the visit of Kalajatha Troupe and Cultural Programme. Best entries in each category should be compiled village wise and awarded by the Department of Tourism and Culture.
      3.2.9     Awards - Winners of various competitions should be awarded on the last day of JBMV that is on January 11, 2019 along with adoption of Village Development Plan as Village Vision Document.
      3.2.10.  Food Festival - A Food Festival should be conducted on one of the day as per the guidelines to be issued by the Department of Tourism and Culture.
   3.3.   5K RUN – It is decided to conduct a 5 K Run in each Mandal HQ and Municipality on January 7th from 6.30 am to 7.30 am. The District Collectors shall make necessary arrangement for this run.
   3.4.   Grievances – All departments are requested to ensure that the non-financial grievances both community and individual should be redressed before the JBMV programme.
      3.4.1.       It is proposed that the Village/ Ward level Team can start receiving the grievances even before the Mandal Team Visit and compile them beforehand for convenience.
      3.4.2       The Tahsildar/ MPDO (Mandal/Ward level Team Leader) concerned shall be responsible for collection of grievances and ensure that each grievance application is scanned and uploaded in the designated web portal as provided by the RTG Department. The Aadhar number of the applicant is to be taken on the grievance application.
      3.4.3.       All grievances are to be uploaded on daily basis (same day evening).
      3.4.4.      Redressal of the grievances to be monitored on a day-to-day basis. Respective departments and district administration should follow up redressal of grievances.
      3.4.5.       The Secretary, ITE&C Department/CEO RTG will issue detailed guidelines in this regard.
      3.4.6.   The District Administration shall ensure redressal of all pending grievances of the previous JBMV rounds before commencement of the present JBMV programme.
   3.5.   Procedural Guidelines
   3.6   Programme Duration - Programme duration will be from 2nd to 11thJanuary, 2019. GP/Ward visits will commence from 2nd January, 2019 and will continue till 11th January, 2019.
   3.7.   Coverage –  The District Collector should constitute required number of teams for each Mandal/Municipality to cover all GPs/wards during the programme @one GP/ward per day per team. In exceptional cases of very small GP/Ward, two GPs/wards/ per day/per team can be planned as may be decided by District Collector.
   3.8.   Visit Schedule -The District Collectors should prepare the schedule of each team in advance. Wide publicity shall be given to the GP/ ward visit schedule under the Janmabhoomi – MaaVooru programme and it shall also be informed well in advance to respective GPs/Wards. The schedule will also be uploaded in the designated website of RTG for information and for monitoring the visits.
   3.9.   Visiting teams
      3.9.1.      Mandal Level Visiting Team:  The Team should be headed by Senior Mandal Level Officers like the MPDO, Tahsildar etc. The Mandal Level Officers should be judiciously distributed between the teams by the District Collector as per the field necessity. The teams should be so constituted that all important departments are represented in both (all) the Mandal Level Teams. All village level functionaries Panchayat Secretary, VEO, VRO, Agricultural Officer and Veterinary Officer shall attend in the JB programme in the respective GPs.  Apart from the officials, JB Committee, ASHA workers, ANM, AWW, Smart village partners, Sadhikara Mitras, NRTs and any other personnel as felt necessary by the District Collector may be co-opted in the team.
      3.9.2.      All members of Mandal level team will visit all the Panchayats to cover all the villages’ together lead by MPDO or the Tahsildar as the case may be.
      3.9.3.      Urban Team: Municipal Commissioners in consultation with the District Collectors would constitute the necessary number of teams to cover all the wards in each municipality during the programme.
      3.9.4.      The Municipal Ward/ Municipal Corporation Committee will also participate in the programme. The team members consisting of Ward member, bill collector, sanitary inspector, Jr. Engineer, smart ward partners and other officers concerned together will visit all the Wards in the Municipal towns under the leadership of Municipal Commissioner.
   3.10.   GP/Ward Level Team for Theme Based Discussion -  The Village Secretary/ Person in Charge shall coordinate the discussion at the village level facilitated by the theme connected persons as mentioned in the Annexure. The District Collector shall ensure that the Village/Ward level functionaries of the respective line departments coordinate the programmes at GP/Ward level.
      3.10.1.  The Headmaster or Teacher or MDT member or a department level official should act as the resource person for leading the discussion on the theme of the day. These resource persons should be trained in advance by the respective departments and should utilise the Summary of the White Paper as background material.
      3.10.2.  There will be an overlap between the programme of Mandal Level Visiting Team and Village Level Theme Based Discussion. It is requested that both these events may be clubbed to held simultaneously ensuring adequate coverage of the agenda of both the activities.

4.      Officers Responsible at Various Levels
The District Collector shall be responsible for the programme at District level supported by District Panchayat Officer and District Level Committee constituted for the coordination of the JBMV programme.
Senior Officers appointed by the General Administration Department shall be responsible for the conduct of the programme at the designated Revenue Division level.
Mandal Development officer shall be responsible for conduct of the JBMV programme for the respective Mandals and the Municipal Commissioner shall be responsible for conduct of the JBMV programme at the Municipality level. These officers shall be responsible in all respects for organizing and conducting the programme successfully.
The District Collector shall ensure to invite the academicians, eminent personalities/ subject experts to participate in the above programmes on every day of Janmabhoomi MaaVooru Programme.
District Collector shall ensure to invite NRTs/NRIs for active participation in the JBMV programme.
The background material for the discussion on the Themes and White Papers shall be provided by the respective departments. The department shall also provide the Summary of White Paper in 2/3 pages in telugu for discussion at village level and should also ensure training of the village level resource persons.
The District Collector and Special Chief Secretary/ Principal Secretary concerned should ensure Health camps & Veterinary camps during the Janmabhoomi programme.
The Secretary, Tourism & Culture shall ensure to coordinate the cultural programmes and other competitions in all GPs/Wards and food festivals at the level as may be decided.
Principal Secretary/ CEO RTG Department would provide platform for collection of daily information regarding conduct of the JBMV and drill down list of assets and beneficiaries.
Higher Education department should be responsible for deployment, training and coordination of the MDT and their faculty members.
Special Chief Secretary Youth Advancement and Sports should coordinate the sports events.
Principal Secretary Panchayat Raj department shall be responsible for village level discussion of VDP and its adoption on final day.
Principal Secretary MAUD department shall be responsible for ward level discussion of WDP and its adoption on final day.

 5.      Monitoring of  JBMV Programme
   5.1.   District Level Control Room- The District Collectors should establish a Command Control Room at District level in consultation with RTG which will closely monitor the activities of the teams in all GPs/Wards during the entire JBMV programme and will coordinate the visits. RTG should nominate one person to each District Level Control Room to address the technical issues and to guide for smooth transmission of data.
   5.2.   The Higher Education department shall nominate a district liaison officer who shall closely monitor the constitution of MDTs, training and the activities of the MDTs. The District Liaison officer shall report to the District Collector.
   5.3.   State Level Control Room- A state level control room will be established in the RTG Centre(1st Floor, Block 1, Secretariat) consisting of officers from Planning Department and RTGS Department. All Themes related departments are requested to depute a senior officer to the State Level Control Room on the specific day. The contact details of Planning and RTG Department staff are as follows.

6.      Publicity – The I&PR department shall be responsible for GP/Ward level display of the achievements of the government programmes  and VDP/WDP through wall writing/flexi in all GPS/Wards, printing and distribution of the discussion material on the White Papers and other hand bill etc. The State level achievements of the Government shall also be displayed at prominent places across the State.

7.      Budgetary support-An amount of Rs.1.00 Crore per district is provided for conduct of the JBMV programme.

8.      Data Collection and Transmission – Detailed guidelines and procedure will be issued separately by the Department of RTG. However the abstract of data should be uploaded by 6 pm daily. The Department of RTG will categorise the GP/Ward on the basis of the performance of conduct of JBMV programme.

9.      General Instructions
   9.1.   An orientation programme shall be conducted at District level for all the departments, on Janmabhoomi Maa-Vooru Programme.
   9.2.   The District Collector should conduct training on Janmabhoomi MaaVooru programme at District level to all the Mandal level/Urban level teams for preparation of daily theme based discussion, SDG, SV, KV, Village Development Plans, preparatory activities, grievances redressal etc.
   9.3.   The District Collector should also to ensure to conduct training programme at Mandal/Municipal level for all village/ward functionaries along with all the Janmabhoomi committee members to sensitize them on the thrust areas of the current round of Janmabhoomi along with the roles & responsibilities.
   9.4.   One resource person for GP/Ward shall be identified and shall be trained on Themes/White Papers by respective departments along with other Nodal Officers at Mandal level.
   9.5.   The Mandal/Municipal team shall travel in a single van/vehicle of an appropriate size to optimize the expenditure. Required vehicles may be hired for visit during the month as per existing government norms.
   9.6.   Any financial requirement to fulfil the grievances or any requests given during the programme will generally be met by meeting the expenditure from the regular budgets of the respective departments only.
   9.7.   All the District Collectors shall make arrangements for providing the information daily by the end of the day on conduct of the programme in the website developed for the purpose.
   9.8.   District Collectors are advised to follow the theme and content of the programme to realize the objectives and ensure to conduct the programme in a “festive spirit” which culminates into the SANKRANTHI festival, the State festival of Andhra Pradesh. The rich tradition and culture of the Andhra Pradesh should be showcased by conducting Kuchipudi, Rongoli, Food festivals, Rural sports etc., in all the GPs/ward duly involving all public, public representatives and village level functionaries etc.
