    The attention of the Regional Joint Directors of School Education and the
District Educational Officersin the state are invited the references read above.


    They are informed that the Digital Classrooms project Is a prestigious project where Hon'ble Chief Minister Is very ardent in implementation and utilization of Digital Literacy. The Department has spent approximately Rs.35 Crores towards the establishment of digital classrooms and struggled a lot for Implementing Digital literacy in sclools. The School Education Department has created awareness among the donors In different countries, companies,local donors, CSR, MP's and District Collectors to support Government Schools for establishlng Dlgital Classrooms.

    Further, on substantiating the reports it is learnt that most of the schools are not optimally utiliSing the Digital Classrooms. lt Is particularly noticed that the performance of Kumool, Chltoor, Srikakulam, Nellore and Kadapa Districts Is very poor in spite of several reminders. Ths is affecting the overall State average badly. The average DCR Usage Report from June to October-2018 Is shown here under:
    The  following lnstructons  are  issued for  immediate action for better performance of the DCRs:

a. DEOs and HMs should monitor personally he DCR utilization and should
conduct weekly & daily reviews at District and School levels respectively.

b. DyEOs to review the DCR utilisatlon durinng their visits to the schools without fall.

c. DEOs should conouct monthly review meetings with all the Headmasters of the DCR Schools.

d. Identify the school level problems for low utilization. identified issues
should be sorted out by providing possible solutions duly consulting the State
IT Cell.

e. Issue stern instructions to the conerned Headmasters to ensure that the school has to utilize DCR regularly with minimum 25 hours/ w eek and 100 hours/month.

f.  Everyday between 11am to 12 pm and again between 3 4 pm, the Incharge teacher shall connect the VCR system to the central server and sync the utilisation data, by using any connectivity (Wi-FI, dongle,mobile hotspot,etc.). This will ensure that the school  usage hours are regularly updated and reflected on U·Sky portal / CM dashboard regularly.

g.  Initiate disciplainary action by issuing show cause notices to the Distrct VCR  Nodal persons who shows slackness in performing the entrusted responsibilities and to the Headmasters of the Schools where the utilization of DCR is poor.

All the Regional Joint Directors  of SChool  Education, District Educational
Officers and Deputy DEOs in the state are therefore, hereby instructed to follow the instructions issued in the matter scrupulously and any deviation In this regard with attract suitable action.
